 AMENDs TITLE 11 OF THE DE CODE.  HB283 funds Human Trafficking Interagency Coordinating Council by disbursing $100,000 each fiscal year from the Fund to Combat Violent Crimes. Is this interagency Council effective? Maybe  We do know that porn addiction is the fuel of the sex trafficking industry. Unless we stand against porn , sex trafficking will continue to be the largest industry in the world. SB 144-HA 1 w/SA 1

PUBLIC SAFETY

SB 144 essentially defines a "hate crime" as a crime motivated by a "belief or perception" about the victim's characteristics. A new amendment was proposed that removes threats from the criteria for whether desecration has occurred. Desecration in this bill applies to places of worship, burial places, schools, and monuments (this amendment also removes private property from this list). Knowing this Assembly's history of proposing policies that elevate the protection of sexual orientation and gender identity above religious liberty, it is important to ask pointed questions and think critically through the implications of this bill.

SB 154

PUBLIC SAFETY

When the Department of Services for Children, Youth, and Families (DSCYF) places children within the foster care system, they must obtain a court order or higher level approval to place those charged or found guilty of a juvenile offense in the same facility as other children. It must be determined that the children without a criminal record will not be adversely affected by the placement.  SB154 removes this requirement and leaves the issue to the discretion of the DSCYF.
