Amend DE relating to human remains by authorizing an organic reduction process to be used (a/k/a human composting) wherein large tanks hold human remains and are included together with straw, wood chips, or other natural materials for ~ 30 days; when mixed  mixed together with warm air, they are periodically turned and composted reducing human remains to a soil material that can then be provided to the deceased individual's family. This is considered to be an eco-friendly cremation alternative and uses 1/8 the energy of cremation. This Act requires a greater than majority vote for passage because § 28 of Article IV of the Delaware Constitution requires the affirmative vote of two-thirds of the members elected to each house of the General Assembly.

The Act protects the life of the unborn child at a time when the potential for the child to survive outside the womb increases, especially with the advancement of medical procedures; REPEALS current sections of the Delaware Code relating to termination of human pregnancy; ENACTS The Pain-Capable Unborn Child Protection Act.
