WRITE TO THE REPUBLICAN HOUSE and tell them to amend this Bill. It gives too much power to the Governor. Do we trust the Governor? That is your choice but share your voice! This Act seeks to establish the Office of State Inspector General in Delaware. The governor would nominate a candidate to serve as inspector general, with the Senate needing to confirm the nomination. The term of office for the post would be five years. The inspector general created under this act would be charged with investigating complaints of waste, fraud, abuse or corruption regarding state employees or state executive branch agencies. State agencies would be required to cooperate with any investigation conducted by the office of inspector general, including full access to the personnel, records, and the premises under agency control. The inspector general would have subpoena powers and would employ police officers for the purpose of conducting potential criminal investigations. The office of inspector general would be mandated to share general audit and investigation reports with the public, excluding only that information needed to comply with Delaware confidentiality laws or which might compromise an ongoing criminal investigation. Audits, investigations, inspections and reviews conducted by the office of inspector general would be subject to independent quality assurance reviews every three years, with the results shared with the public. This Act would become effective 180 days after it is enacted and upon appropriate funding being budgeted for the office’s operations.

AMEND TITLE 29 OF THE DE CODE RE PUBLIC COMMENT AT OPEN MEETINGS. HS 1 for HB 293 differs from HB 293 by revising the limitations a public body may impose on public comment as follows: 1. It requires that the time for public comment provide a meaningful opportunity for the public to engage with the public body. 2. Allows a public body to impose reasonable time, place, and manner restrictions on the length of the public comment period and the amount of time allotted for each person providing public comment; also includes technical corrections to conform to existing DE law/standards in DE Legislative Drafting Manual; requires a Super Majority vote for passage because § 1 of Article IX of the DE Constitution requires the affirmative vote of two-thirds of the members.

The Dems have submitted an ABUSE OF POWER PREVENT ACT. Think about HOW they intend to use this? They already missed opportunities with Darius Brown.
Updates the crime of official misconduct to ensure appropriate accountability of public servants who abuse their positions of power and public trust. The statute establishes a grade in the penalty for the official misconduct to be commensurate to the gravity of the misconduct.

Creating a "national bank" for any reason has more problematic implications than we can explain in one email. It expands government - Big government, is NEVER a good thing. To clarify, SR 25 expresses Delaware's support for the Congressional bill HR 3339, which would create a national bank to finance infrastructure projects.

In the current hostile, one-party rule environment, this proposed bill has potential to be abused & provide a legal platform within which to create a personal and/or political vendetta. This Act sounds good on the surface to establish an independent & nonpartisan Office of the Inspector General (OIG) & the position of the Inspector General. THE KICKER: The Governor SELECTS them! When a selection is made, this should be accomplished by a SUPER-MAJORITY vote in the legislature. The OIG will purportedly protect the health & safety of Delaware residents, assist in the recovery of misspent or inappropriately paid funds, and strengthen government integrity and the public trust. Look at the structure being put in place to publicly smear and/or support vendettas (i.e., lawsuit is currently pending on allegations against the State Auditor). This act has potential to be an interference and support a "legal façade". Look into this, study it, use your abilities of logical and critical thinking, and THEN decide if you TRUST enough to believe this "surface" and pious [potential] deception.
