Amend Title 15 DEL CODE re elections and voter eligibility criteria. This Act specifies election officers to establish the identity of a voter by requesting explicit forms of identification. Citizens who are unable to provide an acceptable form of identification, may cast a provisional ballot (this Act triples provisional ballots) and will be processed under existing state laws, maintaining citizen's voting rights while ensuring voting process integrity and facilitating public trust in election results.

Amend 15 DEL CODE re fraudulent voting via making it a class G felony, and fined not less than $1,000/first offense and not less than $2,000/subsequent offense[s]. Upon conviction, the person shall forfeit their right of suffrage for 5 years. Voting Fraud: voting, or attempting to vote, more than once; falsely impersonating another and voting/attempting to vote in the name of such person; or voting/attempting to vote in the name of another person, whether living or dead.

Amend 29 Del Code re General Assembly redistricting. Redistricting is constitutionally require new legislative districts following the U.S. Census & is intended to ensure equal representation. Delaware’s current process allows the majority party gerrymander state legislative maps, preserving and expanding partisan political power. This bill proposes to leverage partisan self-interest to create a protocol that results in an equitable outcome. This provides both sides getting equal “bites of the apple” & a mutually acceptable conclusion; includes safeguards.

Amend 15 Del Code re Absentee Ballot Requests: Codifies valid forms of identification to request an absentee ballot and allows an elector to submit a statement by mail, including a photocopy of one of the valid identification forms with the statement and requires the Dept. of Elections to attempt to verify the elector’s identity; upon non-receipt of verifying information, the Dept. of Elections will not provide an absentee ballot to the elector.

Allows Delaware voters who are not affiliated with a political party to vote in a political party's primary election. Currently there are approximately 170,000 registered Delaware voters who are not affiliated with a political party. Members of a political party are not allowed to crossover and vote in another political party's primary election.

IMAGINE THE VOTER FRAUD THAT CAN BE PERPETRATED BY THIS BILL! There is currently a remedy called "provisional ballots" that allows same-day voting but with specific controls in place. This bill provides for election day registration for presidential primary, primary, special, and general elections--OPPOSE IT!
