This is the meeting where the Public can comment on the Delaware Electric Car Mandate. To attend, you won’t need to register.

Dr. Carson has several decades of experience in education administration, having served as assistant superintendent for Sussex County Vocational Technical School District, interim superintendent of Seaford School District and superintendent of both Cape Henlopen and Woodbridge school districts. He is also a senior fellow with the University of Delaware’s Institute for Public Administration and a member of the Sussex County Board of Adjustment.

Lillian Martin Memorial Scholarship Application Information
The Lillian Martin Scholarship honors the founder of the Sussex County Republican Women’s Club (SCRWC) Delaware. SCRWC supports the election of Republican candidates, acts as an advocate for Republican Party principles, and empowers women to participate in the political process. Our club is pleased to offer one $2,500 and one $1,500 scholarship to female students residing in Sussex County, Delaware. Applicants must meet the SCRWC Scholarship Committee requirements and intend to enroll or are currently enrolled in an undergraduate, graduate, professional, or technical/vocational school. Recipients will be selected based on review of all information provided by this application, a possible committee interview, and approval of the SCRWC Board. Any missing or incomplete information will automatically disqualify an applicant. The scholarship monies will be paid directly to the school the applicant plans to attend. Applicant must be a registered female Republican residing in Sussex County Delaware.

Proof of status as student enrolled in accredited undergraduate, graduate, professional, or technical/vocational school.

Copy of high school or post-secondary transcript with certified GPA of at least 2.5

Completed application must be postmarked by May 30th and mailed to the address at the top of the application or emailed to scrwcdelaware@gmail.com by end of the day, May 30th.
Agreement:
The application and supporting information becomes the property of the Sussex County Republican Women’s Club, Inc. The scholarship recipient is required to attend the June 2023 SCRWC meeting at which time the scholarship will be officially awarded. A letter providing club information and meeting time/location will be sent to the recipient.

JUNE Meeting Guest Speakers

Carl J Phelps
Candidate for Representative District 14
Phelps is a retired Captain from the U.S Army Special Forces after over 25 years of military service. Following his service career, he worked for the Department of Veterans Affairs for over 15 years, ending with over 41 years of service to the country and to our Veterans. During his career he attended college when possible, culminating in a Bachelor in Science degree from Excelsior College (2002) and a Master of Business Administration from the University of Phoenix (2004). While he is originally from Indiana, his service career has taken him around the world into many countries to teach emergency medicine in areas where there was no doctor, along with flying in and out as a helicopter pilot. He also interned at the R. Adams Crowley Shock Trauma Center at the University of Maryland Hospital in Baltimore, where eventually moved after meeting his wife, Esther. They have been married for over 20 years, between them have raised 5 young men. After retirement Phelps started his next career of service at the Pikesville Volunteer Fire Company as a Fire Fighter and EMT while he worked for the VA in the electronic health record program full time as a Program Manager. Due to his love for the ocean, and the fact that he no longer had to commute to Washington DC for work, he and his wife moved to Lewes in 2014, where he immediately joined the Lewes Volunteer Fire Company, of which he is still a member. To keep himself busy when not working full time, he officiates softball and serves as the treasurer of the Delmarva Football Officials Association, where you will find him most fall afternoons on the football field. Phelps is looking forward to continuing his service by representing the constituents of RD 14. He sees this as an opportunity of working with all the members of the community, whether a business owner or homeowner, a life-long member of the area or a recent transplant, he feels we must all work together and find areas of commonality in order make RD 14 the leading district in the state, not just a district in lower Delaware.

Douglas B Hudson
Candidate for Re-election for
County Council District 4
Douglas B. Hudson serves as the 4th district councilman on Sussex County Council, representing southeastern Sussex County communities, including the Bethany Beach, Dagsboro, Fenwick Island, Frankford, Long Neck, Millville, Oak Orchard, Ocean View, Selbyville, and South Bethany areas. Mr. Hudson, a lifelong resident of Sussex County who grew up in Bethany Beach, has had public service in his veins since his teens. When he was just 16 years old, he joined the Bethany Beach Volunteer Fire Company, working in every capacity up to and including chief. From the fire lines to the thin blue line, he shifted into a law enforcement career in 1981, first as a seasonal officer with the Bethany Beach Police Department, and then achieving his lifelong goal of becoming a Delaware State Police trooper, which yielded a successful 27-year-long career. Beyond his career, which has included home building and working as a real estate agent along the way, Mr. Hudson has found time to serve his community, as a coach and board member with local Little League, and most recently as a member of the Sussex County Planning & Zoning Commission, which preceded his election to County Council in 2018. Mr. Hudson and his wife, Dr. LouAnn Hudson, live near Dagsboro and are parents to an adult son. Hudson is running for re-election to County Council District 4.

Dr. Jeff Hilovsky
Candidate for Representative District 4
On Flag Day, Dr. Jeffrey Hilovsky formally filed to serve as Delaware’s 4th District Representative, seeking the Republican nomination in the September 13th primary. As a Veteran, retired small business owner, and philanthropist, Jeff is the only full-time candidate seeking the privilege of representing the citizens of the 4th District. Dr. Hilovsky, a life-long public servant and co-founder of Sussex Eye Center, seeks to promote and restore conservative values in Delaware. Jeff’s commitment to his faith, family, and community have been consistently demonstrated through his actions. Dr. Hilovsky is a retired Air Force Active Duty and Reserves Veteran who provided leadership as Medical Commander for the 512th Air Wing at Dover AFB, DE. Over his 25+ years of combined Active Duty and Reserve military career, he served during the Gulf, Iraq, and Afghanistan wars. While fulfilling his patriotic duties, Dr. Hilovsky co-founded Sussex Eye Center, which grew to a four-location practice during Jeff’s tenure. In addition, Dr. Hilovsky is the founder of, “Leadership is a Lifestyle” program. Through his teaching, Jeff provides an active and practical “tool-kit” of principles and practices for the next generation of community leaders to use and grow. He is so committed to the success of our next generation of leaders that he devised, implemented, and teaches his “Leadership is a Lifestyle” program as a volunteer. His program is shared with students in multiple high schools across southern Delaware, where he builds upon his firsthand experiences and those of known leaders to excite and encourage his audience to seek better of, and for, themselves built on character, personal conduct, decision making principles of values-based servant leadership. Jeff has personally coordinated visits to high schools by notables such The CEO of DuPont, and the former White House Executive Housekeeper for seven U.S. Presidents. When asked what prompted Jeff to seek public office, Dr. Hilovsky stated, “I believe our country has changed on our watch, and we need to leave a legacy of respect, dignity, integrity, and service before self. That means action and accountability for all of us.” Jeff is “Focused on the Future” and includes public safety, infrastructure, economic development, and prosperity for all Delawareans, and preparing our next generation of leaders by improving and strengthening education and parental involvement in school curriculum. Additionally, as our population ages, Jeff is focused on making sure the vision we have for elder care is clear, sustainable, and actionable. Jeff looks to restore these values by representing the 4th District and turning these words into actions with measurable outcomes. Bradley Layfield
Candidate for Representative District 4
A proud product of the Indian River School District, Bradley Layfield graduated from Sussex Central High School in He later received his bachelor’s degree from the University of Delaware and became a social studies teacher at his alma mater in 2001. After receiving his Doctorate in Education from the University of Delaware, Bradley has served as the Principal of Sussex Central High School since 2014. Bradley has a passion for public service. He has served as the Chairman of the Delaware Interscholastic Athletic Association, chaired the Sussex County Board of Adjustments & Appeals, the Vestry of St. Mark’s Episcopal Church and has been active in his community for his entire life. Bradley is open & accessible and prides himself as being a resource to others. He cares deeply about the communities he serves, especially focusing on the Indian River & Inland Bays where he has grown up fishing, hunting, crabbing & boating since he was a young boy. Bradley’s family has lived in Sussex County for 15 generations. He lives in the waterfront house on the Indian River built by his great grandfather, a waterman and former Chief of the Millsboro Fire Department. Protecting our small-town values are central to his decision to serve as a Representative in the Delaware Legislature. Bradley vows to make informed decisions based on conservative principles. He is no stranger to making tough decisions and our residents deserve no less! Quite simply, Bradley will work to ensure safe communities by supporting our police, bring use his vast experience to improve our students’ education, his passion for the outdoors to improve waterways, and his common-sense conservatism to uphold the Constitution & individual rights.

Robert T. Lee
Candidate for Re-election for Sussex County Sheriff
Robert T. Lee is Sussex County’s Sheriff, responsible for overseeing a county office that fulfills an important role in carrying out the orders of the State court system, as well as conducting sales of property for non-payment of taxes and foreclosure. Sheriff Lee is running for re-election to this post. Lee graduated from American University and started his law enforcement career with Metro Police in Washington DC in 1975. He moved to DE in 1977, taking a job with Seaford Police, retiring 25 years later. He immediately started a second career with the DE Attorney General’s office (Jane Brady) as a State Detective, retiring after 10 years of service. Lee was elected Sheriff of Sussex County in 2016. During his tenure in this role, he has been involved in multiple community activities/events: CHEER, Teen Challenge, Fire Police. He and his wife Lori are active at Crossroad Community Church in Georgetown, and enjoy the farm life with a hunting dog, a horse, Tucker(retired OC Police horse), raising quail and planting corn, sunflowers, oats and anything else deer love to eat!

Ellen Magee
Sussex County’s Register of Wills
Ellen M. Magee of Williamsville is Sussex County’s Register of Wills, appointed by Delaware Gov. John C. Carney in January 2021 to fill a vacancy in the office when the previous occupant, Cynthia Green, rose to the elected County Council. A lifelong Sussex Countian, Ellen is a familiar face in the community, having for decades helped run a family farm founded in the Civil War-era, one that is renown in the summertime, especially for the sweet, syrupy strawberries that made Sussex County, Delaware famous more than a century ago. When not sowing seeds and peddling produce with her three sons, Ellen finds time for her other passion – public service. A proud member of the Roxana Fire Company’s Ladies Auxiliary for the past 40 years, Ellen has served in various roles in that time, including as president, vice president, treasurer, and member of the board of directors. Additionally, she is a past president and board member of the Delaware Burn Camp, past board member for the Quiet Resorts Charitable Foundation, and past member of the State of Delaware Board of Examiners for Nursing Home Administrators; currently, she is a member of the Delaware Board of Charitable Gaming, confirmed by the Delaware Senate, a member of the Order of the Eastern Star, and a board member for Camp Barnes. Ellen may be new in her role as Register of Wills, but she is no stranger to County government, having served most recently as chairwoman of the County’s Board of Adjustment, a quasi-judicial panel that reviews requests for variances or special use exceptions to the County Code. In her new role, Ellen pledges to utilize her years of managerial experience as a longtime small business owner, along with her years of public service on numerous boards and commissions and with charitable causes, to ensure the Sussex County Register of Wills office runs efficiently and in accordance with state laws. She looks forward to the next chapter in her career, and to continuing to serve the people of her community.
